Earned Income Tax Credit Information Act Communication

Based on your annual earnings, you may be eligible to receive the Earned Income Tax Credit from the Federal Government (Federal EITC). The Federal EITC is a refundable federal income tax credit for low-income working individuals and families. The Federal EITC has no effect on certain welfare benefits. In most cases, Federal EITC payments will not be used to determine eligibility for Medicaid, Supplemental Security Income, food stamps, low-income housing, or most Temporary Assistance For Needy Families payments. Even if you do not owe federal taxes, you must file a federal tax return to receive the Federal EITC. Be sure to fill out the Federal EITC form in the Federal Income Tax Return Booklet. For information regarding your eligibility to receive the Federal EITC, including information on how to obtain the Internal Revenue Service (IRS) Notice 797 or any other necessary forms and instructions, contact the IRS by calling 1-800-829-3676 or through its Web site at www.irs.gov.

You may also be eligible to receive the California Earned Income Tax Credit (California EITC) starting with the calendar year 2015 tax year. The California EITC is a refundable state income tax credit for low-income working individuals and families. The California EITC is treated in the same manner as the Federal EITC and generally will not be used to determine eligibility for welfare benefits under California law. To claim the California EITC, even if you do not owe California taxes, you must file a California income tax return and complete and attach the California EITC Form (FTB 3514). For information on the availability of the credit eligibility requirements and how to obtain the necessary California forms and get help filing, contact the Franchise Tax Board at 1-800-852-5711 or through its Web site at www.ftb.ca.gov.

Proposition 51 Mare Island Technology Academy Renovation Project

Project Location: The project site is located at 2 Positive Place on the existing Mare Island Technology Academy (MITA) campus within the northern portion of City of Vallejo in Solano County. The MITA campus is bound by Corcoran Avenue to the north, Rainier Avenue to the east, Mini Drive to the west and Olympic Avenue and the District property occupied by ELITE Public Schools to the south. The campus is split into two sections by Positive Place, a private drive. See Figures 1, Regional Location, and 2, Aerial Photograph.

Project Description: Mare Island Technology Academy, a charter school for middle school students, and MIT Academy, a charter school for high school students, are authorized by the Vallejo City Unified School District (VCUSD or District) and are operated by Griffin Technology Academies (GTA), a non-profit public benefit corporation. The project site is owned by the Vallejo City Unified School District, and GTA operates the charter schools (collectively referred to as MITA) under a long-term lease. With approval of the District, the GTA applied and received funding for four Charter School Facility grants from the Office of Public School Construction through the State of California’s Charter School Facilities Program. All of the portable classrooms that currently exist on the MITA campus, except for three, have not been approved by the Division of the State Architect (DSA). The proposed project will replace all structures with new DSA-approved classrooms and support facilities. The proposed project would renovate the MITA’s existing campus, demolish 61,745 square feet of existing buildings on-site and the portable buildings at the southern portion of the site, and re-grade the site. The proposed project involves the construction of 80,002 square feet of new buildings including two-story classroom buildings, a science building, administration building, multipurpose building, gymnasium, soccer field, and other outdoor play fields. Lighting of outdoor sports facilities is not proposed. The proposed project would construct a total of 45 classrooms. Site improvements will also include on-site parking, improved vehicle circulation
landscaping, walkways and other amenities. No community use of the school facilities is anticipated. All new facilities will meet current state building standards.

The following discretionary actions and approvals are required for project implementation: (1) Adoption of the Mitigated Negative Declaration and the Mitigation Monitoring and Reporting Program by Vallejo City Unified School District; (2) Adoption of Title 5, California Code of Regulations findings by Vallejo City Unified School District; (3) project approval by Griffin Technology Academies; (4) plan approval by California Department of Education; (5) site approval and no further action by California Department of Toxic Substances Control; and (6) permits for road, drainage, utilities, signage improvements, and encroachment from City of Vallejo.

Notice of Intent: Vallejo City Unified School District has prepared an Initial Study/Mitigated Negative Declaration (IS/MND) for the Proposition 51 Mare Island Technology Academy Renovation to address the potential environmental effects associated with implementation of the project. Pursuant to Public Resources Code Section 21165 and the California Environmental Quality Act Guidelines (CEQA Guidelines) Section 15050, the Vallejo City Unified School District is the lead agency for the project. The
purpose of this notice is to (1) serve as a Notice of Intent (NOI) to adopt an IS/MND and (2) advise and solicit comments regarding the content of the IS/MND. The Vallejo City Unified School District invites you to comment on the IS/MND. The IS/MND will be available for a 30-day public review from Tuesday, December 13, 2022 to Thursday, January 12, 2023.

We ask that any person wishing to comment on the IS/MND provide written comments by the end of the public review period at 5:00 p.m., Thursday, January 12, 2023.

Notice of Vacancy and Intent to Appoint Board of Education Member

The Board of Education of the Vallejo City Unified School District is seeking applicants to fill the trustee area 1 vacancy due to the “failure to elect” a candidate after no person filed for candidacy for this area by the August 12, 2022, filing deadline of the Solano County Registrar of Voters.

Applicants must have the following qualifications:

  • They must be 18 years of age or older;
  • They must reside within the Trustee Area 1 of the Vallejo City Unified School District;
  • They must be a registered voter.

Notice of Public Hearing-Sufficiency of Textbooks and Other Instructional Materials
The Vallejo City Unified School District intends to hold a public hearing for input from the community regarding the sufficiency of textbooks and other instructional materials. Notice is hereby given to all interested parties and to the public in general. Further details may be obtained at the Assistant Superintendent of Teaching and Learning, 665 Walnut Ave, Vallejo, CA 94592.

Notice is also given that the Board of Education of the Vallejo City Unified School District will receive public input on this matter at its regular meeting on October 5, 2022, beginning at 5:00 p.m. during the regular Governing Board Meeting. Public comments may be forwarded to the Assistant Superintendent of Teaching and Learning on or before the meeting date of October 5, 2022, to be read during the meeting.
