VALLEJO, Calif. - Here are highlights from the Jan. 14 Regular Board meeting, and the complete agenda packet.

School Boundary Maps Approved

On Dec. 17, 2025, the board voted to close Highland, Lincoln, and Pennycook Elementary schools in the 2026-27 school year due to declining enrollment and to address a projected $32 million structural deficit over the next two years. Students from these schools will be enrolled in a new campus based on redrawn boundary maps.

Resolution 5108 which updates boundaries for Cooper, Federal Terrace, Steffan Manor, Glen Cove, Wardlaw, and Patterson Elementary Schools, will support the district’s school closure plan to better balance enrollment and school site capacity, effective for the 2026–2027 school year. More information will be forthcoming.

Classified Staff Reductions Approved

The board authorized the reduction of classified positions to address a projected $32 million budget deficit over the next two years. These reductions include 21 percent of management positions and 20 percent of CSEA positions. This action is part of the district’s ongoing efforts to maintain long-term fiscal solvency. As outlined in the resolution, 139.256 full-time equivalent (FTE) classified management and CSEA staff will receive notice of layoff, in accordance with applicable law and timelines. Certificated staff reductions will be announced at the February 11, 2026, board meeting.

Consideration of a Future Bond in 2026

The board adopted Resolution 5104 to consider a future school bond. This action does not place a bond measure on the ballot, but it allows staff to gather information on facility needs, finances, and community priorities through analysis and outreach. Any future decision to pursue a bond measure would require separate board review and approval. Should a bond be pursued, the tax dollars would go towards capital projects and would not include any funding towards salaries. Additionally, a new bond program could maintain the current tax rate by selling new bonds as existing bonds expire so there would not be an additional tax implication to community members. The potential ballot measure would take place in November 2026.

Community Facilities District No. 2 to Dissolve

The board approved Resolution 5107 to formally dissolve Community Facilities District (CFD) No. 2, under the Mello-Roos Community Facilities Act of 1982. The CFD No. 2 financed school facilities in the northeast quadrant, primarily in the Hiddenbrooke and Northgate areas, in response to new residential development. School facility projects were completed and all financial obligations were paid. This action clears remaining special tax records for affected properties and helps ensure district records are accurate and up to date.

Renewal of Griffin Academy High School's Five-Year Term

The board authorized the renewal of Griffin Academy High School’s (GAHS) charter for a five-year term from July 1, 2026, through June 30, 2031. GAHS is an independent, classroom-based charter school serving grades 9–12. Following a review of the Renewal Petition, academic performance data, and education code requirements, district staff determined that GAHS met the criteria for renewal and is classified as a middle-performing charter school by the California Department of Education.
