VALLEJO, Calif. - Here are a few highlights from the Oct. 1 board meeting and the complete agenda packet.

Transportation Hub Improvements

The operations and transportation team presented an overview of improvements at the district’s transportation yard, which the board authorized. Work includes the replacement of a leaking roof over a storage building, concrete, paving, and asphalt repairs to improve safety and equipment movement, and installation of a new computerized bus lift that will enhance both efficiency and safety in maintaining the district’s bus fleet.

Key Action Items

Student Support

The board approved a contract with Victory Outreach to provide mentoring and gang-prevention services at Vallejo High and Jesse Bethel High. Trustees emphasized the importance of stronger accountability measures this year. The program will now be monitored monthly by site administrators, who will track attendance, grades, and discipline data for participating students.

This year’s agreement includes specific performance targets, such as reductions in suspensions and improvements in attendance and academic performance.

Vallejo Education Association (VEA) and VCUSD Select Articles for Negotiations

The board held a public hearing and approved the initial articles for negotiation between VCUSD and the Vallejo Education Association (VEA). Under the Educational Employment Relations Act, both parties “sunshine” or bring to light their selected articles publicly before talks begin.

Selected articles:

  • Article 3: Wages – selected by both the District and VEA, reflecting a shared priority around competitive compensation.
  • Article 6: Health and Welfare Benefits – selected by both the District and VEA, focusing on affordable, sustainable health coverage.
  • Article 11: Procedures for Evaluation of Unit Members – selected by the District, aimed at clarifying evaluation processes.
  • Article 5: Hours of Employment – selected by VEA, addressing workload and instructional time. 
  • Article 10: Class Size – selected by VEA, focused on student-to-teacher ratios and classroom learning environments.

District staff confirmed that the process is consistent with the Educational Employment Relations Act (EERA) and allows both parties to begin bargaining. Both VEA and VCUSD expressed a commitment to ensuring that students have access to highly qualified educators and that staff are supported through fair and competitive working conditions.
