VALLEJO, Calif. — As Vallejo City Unified School District (VCUSD) continues the difficult but necessary work to restore long-term financial stability, the District remains committed to transparency and keeping the community informed about ongoing labor negotiations.

Early Retirement Incentives Save Jobs for Colleagues

Despite significant financial challenges, VCUSD has taken proactive steps to preserve as many jobs as possible. In recent bargaining sessions, the District reached an agreement on Memorandums of Understanding (MOUs) for a Supplemental Early Retirement Program (SERP) and a $1,000 Early Retirement Notification Incentive for all bargaining groups. 

This voluntary program is a key strategy to reduce involuntary layoffs. It provides a respectful pathway for long-serving employees who are ready to retire, while helping retain newer employees whose positions might otherwise be eliminated.

Approaching May 15 Deadline

Time remains a critical factor. The statutory deadline to issue final layoff notices—May 15—is quickly approaching.

To further reduce layoffs, VCUSD has presented the California School Employees Association (CSEA) with updated job descriptions for several grant-funded roles, including Community Schools Coordinators, PBIS Coordinators, Operations and Maintenance staff, and essential Special Education support positions. The District is eager to finalize agreements on these roles so positions can be posted, interviews conducted, and impacted employees rehired for the 2026–27 school year.

Delays in reaching agreement limit the District’s ability to retain staff through these opportunities.

Impasse with CSEA

VCUSD is currently negotiating with CSEA regarding the impacts of proposed reductions in classified staffing. Recently, the Public Employment Relations Board (PERB) denied the District’s request to declare an impasse. While VCUSD believed that involving a state mediator could help move discussions forward, the District respects PERB’s decision and remains committed to continuing the bargaining process in good faith under the Educational Employment Relations Act.

The District has consistently come to the table prepared to engage, exchange proposals, and work toward solutions—and will continue to do so.

The District recognizes this is a challenging and emotional time for employees and the broader community. In recent weeks, misinformation has circulated regarding the budget, school closures, and staffing reductions.

VCUSD encourages the community to rely on official District communications for accurate, verified information. Updates, meeting materials, and official statements will continue to be shared on the VCUSD website and through District communication channels.

VCUSD deeply values the contributions of its classified staff and respects the collective bargaining process. The District remains committed to working collaboratively to develop solutions that support staff, protect students, and restore the organization's financial health.
