VALLEJO, Calif. — The Vallejo City Unified School District (VCUSD) has announced the appointments of two operational leaders as part of its ongoing reorganization efforts to better align resources and operations with student needs.

Marin Trujillo Cuevas has been appointed executive director of operations, effective May 18, and Hattie Kogami has been appointed executive director of human resources, effective July 1.

These appointments are part of VCUSD’s broader effort to rightsize the organization, strengthen internal systems, and ensure the district is structured to serve its current and future student population effectively.

Trujillo Cuevas brings more than 25 years of experience in educational leadership and operations. Most recently, he served as chief of staff at the San Francisco Unified School District, where he oversaw cross-functional systems including payroll, budget, and technology, and led major operational stabilization efforts. In his new role as executive director of operations, he will lead the alignment of district systems and processes to improve efficiency, accountability, and service to schools.

Kogami brings more than 24 years of experience in TK-12 public education and currently serves as director of human resources for VCUSD. In her new role, she will oversee all human resources functions, including recruitment, employee relations, credentialing, and compliance. Throughout her tenure, she has led efforts to strengthen educator pipelines, secure grant funding, and ensure compliance with state and federal regulations while supporting strategic workforce planning across the district.

“As we navigate significant changes, strong leadership in both our people systems and operational systems is critical,” VCUSD Superintendent Rubén Aurelio said. “Trujillo Cuevas and Kogami bring deep expertise and a proven ability to lead through complexity. Together, they will help ensure our organization is aligned to support student success.”

Both leaders will play a central role in implementing the district’s reorganization strategy, which focuses on long-term sustainability, improved operational effectiveness, and stronger support for students, staff, and families.

These appointments reflect VCUSD’s commitment to building a more focused, accountable, and student-centered organization.
