VALLEJO, Calif. — The Vallejo City Unified School District (VCUSD) Governing Board and the California School Employees Association (CSEA) Chapter 199 have both ratified a Memorandum of Understanding (MOU) following months of negotiations, marking a significant milestone for the district and its employees. In addition to the MOU, the Board unanimously approved a comprehensive health benefits agreement, ratified by all of VCUSD's employee groups, that increases the district's contribution toward eligible employees' health insurance to up to $500 per month for the 2026-27 school year. Taken together, these agreements provide robust support for employees, reinforce the district's commitment to fiscal responsibility, and position VCUSD to continue driving student success.

The MOU resolves six unfair practice charges pending before the Public Employment Relations Board, dismisses a pending grievance, and concludes the Brown Act lawsuit filed by CSEA against the district. Importantly, it also initiates staffing, organizational reorganization, and classification changes designed to strengthen district operations, expand opportunities for employees, and enhance services for students.

"These agreements reflect what can be accomplished when people remain committed to finding common ground," VCUSD Superintendent Rubén Aurelio said. "Together, we reached solutions that provide meaningful support for our employees while recognizing our responsibility to remain fiscally sustainable. We appreciate the dedication, professionalism, and collaboration of everyone involved throughout this process and look forward to continuing our partnership with all of our employee groups in support of our students, staff, and community."

The CSEA agreement further commits to restoring and creating several positions, establishing new classifications, providing support and pathways for employees affected by previous staffing changes, and implementing organizational improvements across multiple departments—including facilities, transportation, community schools, and student support services.

Assistant Superintendent of Human Resources Matthew Chamberlain said the agreements represent an important investment in both employees and the district's future.

"These agreements provide meaningful support for our employees while creating a strong foundation for the future," Chamberlain said. "We appreciate the work of both bargaining teams and all of our employee groups for engaging in thoughtful, solutions-focused discussions that resulted in equitable agreements across the district. We look forward to continuing to build on this partnership as we serve our students and community."

With the agreements now ratified and approved, VCUSD will begin implementing the provisions outlined in the MOUs. The district remains committed to maintaining collaborative relationships with its employee groups, fostering a positive workplace culture, and making decisions that support employees, students, and the district's long-term success.
