Vallejo, Calif. — The Vallejo City Unified School District (VCUSD) is proud to announce the hiring of Dr. Paul Mansingh as the district’s first executive director of fiscal services, effective Monday, June 2, 2025. This newly established leadership position reflects a strategic restructuring of the Business Services Department, consolidating two former director roles into a single executive position to enhance operational efficiency and ensure strong financial stewardship districtwide.

Mansingh is a veteran educational leader with more than 25 years of experience in California and Montana, known for his student-centered philosophy and transformational leadership. He joins VCUSD from West Contra Costa Unified School District (WCCUSD), where he has served as director of business services since 2022. In that role, he oversaw multimillion-dollar budgets supporting federal, state, and local programs, including Local Control Funding Formula (LCFF), Local Control and Accountability Plans (LCAP), special and adult education, and nutrition services. His responsibilities spanned fiscal compliance, accounts payable supervision, budget monitoring, and financial reporting for both central office and school sites.

Before his business services leadership, Mansingh served as principal of Hercules High School in WCCUSD, where he led a successful accreditation process with the Western Association of Schools and Colleges, emphasizing instructional quality, teacher collaboration, and student voice. His earlier roles include East Side Union High School District leadership positions and teaching roles in Mountain View–Los Altos Union High School District and Billings Public Schools in Montana.

Mansingh holds a doctorate in educational leadership from Argosy University, a master’s in educational administration from San Jose State University, and a dual bachelor’s degree in physical education and exercise physiology from the University of Wyoming. He is also certified as a chief business official through the University of Southern California’s business management program.

Mansingh was recognized as the West Contra Costa Association of Administrators (WCCAA) Secondary Administrator of the Year and the Association of California School Administrators (ACSA) Region 6 Secondary Administrator of the Year in 2018. In his new role at VCUSD, Mansingh will oversee all fiscal services, including payroll, benefits, cash services, accounts payable and receivable, risk management, federal and special funding, and general ledger functions. He will also support purchasing and nutrition services, manage attendance-related data systems, and ensure timely, compliant reporting aligned with state and federal guidelines. Additionally, he will collaborate with the newly hired assistant superintendent of business services and operations, Rubén Fernández, in an effort to strengthen the district’s operational foundation.
