Inter-District Transfer Requests

An inter-district transfer is used when families wish to enroll their student in a school district other than the one assigned to their home address. This applies to students trying to transfer into and out of Vallejo City Unified School District. Please note, inter-district permits for VCUSD are only issued by Student Services.

Outgoing Inter-District Permits

The district will not approve any further outgoing inter-district transfer requests for the remainder of the current school year and for the 2025-2026 school year.

Incoming Inter-District Permits

Incoming inter-district permits may be granted for students to attend VCUSD instead of their district of residence. The application window runs from Jan. 1 through the end of the current school year.

Inter-District Attendance Agreements and Permits

Purpose and Scope

The Vallejo City Unified School District (VCUSD) is committed to providing diverse educational opportunities that meet the needs of all students and families. While most students’ needs are effectively addressed at their assigned school of residence, VCUSD recognizes the importance of school choice in certain circumstances.

In accordance with Education Code 46600, interdistrict transfer permits allow students to attend a school outside of their district of residence upon the mutual agreement of both the district of residence and the receiving district. This regulation outlines the policies, procedures, timelines, and requirements for both incoming and outgoing interdistrict attendance permits within VCUSD.

Eligibility Criteria for Interdistrict Transfers

VCUSD will review all transfer requests on a case-by-case basis to ensure compliance with district policies and the best interests of the student and district resources.
All transfer approvals or denials decisions are final and based solely on Board-approved policies and procedures rather than personal opinions or external pressures.
VCUSD will not consider academic, athletic, physical condition, English proficiency, family income, race, ethnicity, gender identity, immigration status, or any other protected characteristic in making transfer decisions. (Education Code 220, 46600)
Interdistrict transfer applications must be submitted within designated application periods (outlined in Section IX).
VCUSD shall post procedures, application timelines, and appeal processes on its website, including a link to Board Policy 5117 on Interdistrict Attendance.
A student may submit only one outgoing interdistrict transfer application per year.
All outgoing interdistrict transfer permits are valid for one year, and must be renewed annually.
Outgoing interdistrict transfer applications may only request one school in one school district.

Eligibility Criteria for Interdistrict Transfers

Per California Education Code § 46600(a)(2), VCUSD has established clear, legally defensible criteria for denying outgoing interdistrict transfers based on the following conditions:

Negative Fiscal Impact: Releasing students would reduce ADA funding to an unsustainable level.
Overcrowding or Capacity Issues: Specific schools, grade levels, or programs in VCUSD are at capacity and cannot accommodate additional student departures.
Lack of Equivalent Programs: VCUSD offers the same or better programs than the requested district.
Minimum Enrollment Requirements: VCUSD will limit the number of pupils transferring out of the Districct in a single school year to one percent (1%) of its current year estimated average daily attendance. Once this 1% cap is reached, outgoing interdistrict transfers will be granted only in extraordinary circumstances or as expressly required by statute. Additional applications will be denied.

VCUSD's Interdistrict Transfer Form requires applicants to justify their request and submit supporting documentation.

Outgoing Transfers (Students Leaving VCUSD)

VCUSD may approve an outgoing interdistrict permit under the following conditions:

1. Parent Employment

2. Specialized Comprehensive Programs

3. Continuing Enrollment

4. Sibling Enrollment

5. Childcare

6. Victim of Bullying or Safety Concerns

7. Child of Active-Duty Military Personnel

Please note that it is the applicant's responsibility to provide proper documentation and evidence for the application's approval. VCUSD will not be responsible for any investigations.

Annual Renewal of Inter-District Transfers

All inter-district permits must be renewed annually during the transfer request period. Any permits received outside of the transfer request period will be denied.
All renewal applications must provide proof of positive attendance and academic progress.
Students who applied for a Specialized Comprehensive Program must show proof of actual attendance and participation in the program.
Failure to meet these renewal requirements may result in denial of the renewal application.

Transfers will be prioritized based on hardship, sibling enrollment, and military family status.
Once this 1% cap is reached, outgoing interdistrict transfers will be granted only in extraordinary circumstances or as expressly required by statute. Additional applications will be denied.
